David Morgan is a devoted man of faith, loving husband, proud father, dedicated pastor, hardworking cattle rancher, and the Lawrence County Executive. He is honored to serve the community and is eager to run for re-election in 2026, committed to building a stronger, brighter future together.

David Morgan's heart is devoted to serving God, loving and supporting his family, shepherding his church, and giving his all to the remarkable community of Lawrence County, which he is blessed to call home.

In 2005 Morgan earned a B.S. in Pastoral Ministries and Counseling Psychology from Nelson University equipping him to serve others both spiritually and emotionally. Recently, while in office he earned a M.S. in Leadership and Public Service from Libscomb University in Nashville. Morgan ran his own construction business from 2000-2020. He became the lead pastor at United Church in 2013 after serving as an associate pastor for 8 years. He later founded 8Oaks Recovery Inc., a non-profit clinical faith based substance abuse treatment program. Last but not least he is the proud owner of Morgan Family Farms, where he practices regenitive agriculture techniques while raising grass fed cattle, lamb, and pastured pork.

Initial Campaign in August 2022

With 59.14% of the vote 5,640 LawCo voters gave Morgan an incredible opportunity to lead Lawrence County in a positive direction.

Pastor at United Church

He pastors United Church, which welcomes more than 550 attendees each week, and is the founder of 8 Oaks Recovery, a clinical faith-based program dedicated to helping individuals overcome addiction and reclaim their lives.

Husband and Father

He and his wife, Stephanie, are devoted parents to their five children—Payton, Benjamin, Elijah, Eden, and Titus. In 2024, their family grew even more blessed with the addition of a son-in-law, Kendall Franklin. As a farmer and cattle rancher at Morgan Family Farms, he and his family remain committed to living out conservative values—hard work, faith, and a deep sense of community responsibility.

As a pastor and 8Oaks Recovery founder, David Morgan combines spiritual guidance with community action. Meeting the spiritual, physical, and mental health needs of his community is something he is committed to do daily.

Multiple Educational Enhancements

David Morgan’s dedication to education has driven meaningful progress through a strategic partnership with the Lawrence County school system and Director Michael Adkins. Together, they have secured increased funding for teachers, counselors, and support staff, while also expanding STEM opportunities through a collaboration with TCAT. In addition, they have invested in and upgraded facilities across the county—all while maintaining balanced budgets.

Government Efficiency & Leadership

David Morgan oversees Lawrence County’s finances, drafting budgets and managing payroll, accounting, and procurement with transparency through regular “From The Desk of the County Executive” columns on budgets, services, safety, veterans’ affairs, and family issues. He actively engages local leaders, speaking to the Leadership Lawrence Class of 2025 to enhance understanding of governance and budget-commission relations.

Community & Business Engagement

David Morgan works closely with the Chamber of Commerce to bring new business opportunities to Lawrence County. In 2023, Magna International announced plans for a 500,000-square-foot facility in the county—a milestone that reflects this collaborative effort. Following that success, Lawrence County expanded its industrial park through partnerships with TNECD and TVA, ensuring the community is prepared for future growth. While attracting good jobs is essential, Morgan emphasizes that protecting the county’s culture and way of life is just as important. He is committed to preserving farmland, safeguarding our Godly heritage, and guiding growth at a balanced, manageable pace that keeps Lawrence County special.

2022 — Present

As the Chief Executive and Financial Officer of Lawrence County, David Morgan oversees a broad range of county operations, including the Budget Office, EMS, County Library, Ambulance Service, Veterans Affairs, Solid Waste, Maintenance and Archives, Soil Conservation, Drug Coalition, Probation, and the Election Commission. In his role as County Executive, Morgan also serves on numerous local and regional boards, contributing to the development and success of Lawrence County and its surrounding communities. Continuing Education and Leadership Development

Once elected, David sought opportunities to grow in his leadership and public service skills. In the summer of 2024, he was awarded a partial scholarship through the Ayers Foundation, allowing him to further his education at Lipscomb University. He went on to earn a Master’s Degree in Leadership and Public Service in July 2025. “Once in office, I quickly realized that I needed additional training to better serve the citizens of Lawrence County. The scholarship from the Ayers Foundation was a tremendous blessing.” — David Morgan David has continued to take advantage of every opportunity to expand his knowledge and leadership abilities. He was recently selected to attend the Local Government Leadership Program (LGLP), hosted by the UT Institute for Public Service and the Naifeh Center for Effective Leadership.

Biblical & Ministerial Training

2000-Present

After attending Columbia State, David went on to study at Nelson University in Waxahachie, Texas, where he earned a Bachelor of Science degree in Pastoral Ministries and Counseling Psychology. In 2005, David and his wife, Stephanie, returned to Lawrence County with their newborn daughter, Payton, to serve as assistant pastors at United Church. While continuing his contracting business, David also worked alongside his father in ministry. In 2012, he became the Lead Pastor of United Church—a position he continues to hold today. David and Stephanie, along with their five children, are passionate about serving their community through both ministry and public service.

David Morgan began his career in the electrical field, training and working as an electrical contractor alongside his father while working toward his Associate degree from Columbia State. He later expanded his expertise, becoming a general contractor and managing residential, commercial, and industrial projects.
